Blue Parrot

Hello Ali- I am very concerned with the depressed parrot in your photo- do you know who owns the parrot and is keeping the bird in such neglectful and abusive conditions so the bird can be rescued? The condition of the cage and feeding bowls is tragic and no bird should be locked up in any small cage and this way- I would be grateful for your help so we can rescue the bird. Thank you
