Accessing the Blur tool is quite an easy task. The shortcut key for the tool is R. You cam also access it from the toolbox. On the Options Bar across the top of the screen, you can select the Brush size and type that you want to use. Additional brush options can also be accessed by clicking the arrow on the upper right corner of the brush palette. In the Options Bar, you can also adjust the pressure percentage between 10-15%. The lower the percentage, the more the control you will notice over the amount of blurring. For graphic and web design professional, the blur tool functions are almost similar in terms of access to Sharpen as well as Smudge Tools.
